Police Blotter: Drug User Gives Rescue Breaths To Girl Who OD’ed

Retail Theft at Kohl's (200 block of West Chester Pike) on 8/17 at 9:35 p.m. — A white 13-year-old male was cited for the retail theft of $54 worth of merchandise. (Editor’s note: To read more about a family charged for being involved in retail thefts, .)

Fraud at the 1900 block of Lawrence Road on 8/17 at 11:30 a.m. — Victim reported that a person known to him opened a life insurance policy in his name with the intent of getting commission for the police.

Arson at the 100 block of Rockwood Drive on 8/17 at 5:20 p.m. — Victim reported that his wife put his belongings in a pile in the front lawn and set them on fire. Diane Burling, 44, 100 block of Rockwood Drive, was cited for disorderly conduct, criminal mischief and arson—dangerous burning. 

Liquor Law Violation at the 600 block of Washington Avenue on 8/17 at 2 a.m. — Officers were dispatched for a disorderly group. On location officers observed a white male and conducted a pedestrian investigation. The subject was under 21 and had a strong odor of alcoholic beverage on his breath. David Latoff, 19, 600 block of Hazelwood Road, was cited for underage drinking.   

Theft at the 2300 block of Kenilworth Road on 8/18 at 5:47 p.m. — Someone cut and removed the ends of the victim's garden hose.

Simple Assault at the 600 block of Valley View Road on 8/18 at 4:14 p.m. — Officers were dispatched to the above location for a domestic assault. The victim reported that his brother became irate and threw an ashtray at him when he refused to lend him money. Benjamin Garfield was arrested and charged.

Fraud at the unit block of Campbell Avenue on 8/18 at 6:09 p.m. — An unknown person made purchases with the victim's credit card without her permission or knowledge.

Vandalism at 2700 block of Belmont Avenue on 8/19 at 3:54 a.m. — Victim discovered a hole in her screen and window at her residence and her tire was slashed on her vehicle.

Vandalism at the 2700 block of Belmont Avenue on 8/19 at 10:39 a.m. — Vehicle tires were slashed. 

Burglary (forced) at the unit block of Colfax Road on 8/20 at 11:33 a.m. — An unknown person entered the residence by cutting a screen on the back door. A safe containing cash and jewelry was stolen.

Burglary (forced) at the 1400 block of Virginia Avenue on 8/20 at 7:34 p.m. — An unknown person entered the residence by pushing in the basement window. The subject was not able to gain access to the upstairs due to the chain on the door. Nothing appeared to be missing.

Liquor Law Violation (1300 block of West Chester Pike) on 8/20 at 7:25 p.m. — Officers conducted a vehicle investigation for a suspended registration. The vehicle was being operated by a juvenile and he was informed that the vehicle was going to be towed. Officers conducted an inventory search of the vehicle and located a bottle of alcohol in the juvenile's backpack. The white 17-year-old male was cited for underage drinking.  

Public Drunkenness at Barnaby's (1900 block of Old West Chester Pike) on 8/20 at 12:24 a.m. — Officer's were dispatched for an assault. Upon arrival officers observed a white male with a bloodied lip and blood on his clothing. The subject was uncooperative and aggressive toward police and the ambulance crew. Sean Canavan, 21, 2500 block of Mansfield Avenue, was transported to the hospital for treatment and cited for public drunkenness.

Public Drunkenness at Barnaby's (1900 block of Old West Chester Pike) on 8/20 at 3:22 a.m. — While conducting a bar check, officers observed a subject sleeping on the hood of a parked vehicle. The officer attempted several times to awaken the white male. When he awoke, he slid off of the car. The subject had slurred speech and swayed when he spoke to the officer. Sean Dougherty, 21, 200 block of Welcome Avenue, Norwood, was cited for public drunkenness.

Theft at the 600 block of Wynnewood Road on 8/21 at 2:12 p.m. — Unknown persons cut the brass fittings off of the victim's garden hose. 

Fraud at the 300 block of Fairlamb Avenue on 8/21 at 1:16 p.m. — Victim reported that an unknown person made two purchases using her check card numbers without her permission of knowledge.

Disorderly Conduct at the Waterford Apartments (1900 block of Lawrence Road) on 8/21 at 5:42 p.m. — Police were dispatched for an intentional overdose inside a parked vehicle. Upon arrival officers observed Steven Dioguardi giving rescue breaths on Jennifer Rose. Dioguardi stated that Rose had injected two bags of heroin a short time earlier. Dioguardi also admitted to injecting heroin. Rose was revived and transported to the hospital for treatment. Steven Dioguardi, 20, 2900 block of Eastburn Road, Broomall and Jennifer Rose, 26, 5200 block of Westbrook Drive, Clifton Heights, were cited for disorderly conduct and public drunkenness.    

Theft at the 600 block of Valley Road on 8/22 at 9:02 p.m. — A weed whacker and blower were stolen from the victim's backyard.

Theft at the 700 block of Ashurst Road on 8/22 at 9:02 a.m. — Victim reported that a cooler containing beer was stolen from his deck.

Theft at the 1100 block of Edgewood Road on 8/22 at 12:10 a.m. — Unlocked vehicle was entered — loose change and a credit card were stolen.

Vandalism at Hilltop Swim Club (100 block of Hilltop Road) on 8/22 at 11:14 a.m. — Someone defecated in the pool causing the pool to be closed.

Burglary at the 7000 block of Parkview Road on 8/23 at 6:05 p.m. — Unknown persons entered the snack shack through an unlocked window and stole cash, candy and athletic wear.

Theft at the 100 block of E. Hathaway Lane on 8/23 at 12:26 a.m. — Unlocked vehicle was entered — golf clubs were stolen.

Fraud at the 2800 block of Haverford Road on 8/23 at 10:30 a.m. — Victim reported that a person known to her stole her bank card and made multiple purchases.
