Police Arrest Registered Sex Offender

Man allegedly asked 16-year-old girl for sexual favors after giving her a new cell phone, affidavit states.

A registered sex offender was arrested Thursday after allegedly soliciting a 16-year-old girl for sexual favors after he gave her a new cell phone, Haverford Township Police stated.

“Haverford Township Police arrest Daniel Reynolds-Demchur, a registered sex offender residing in Haverford Township, for soliciting a juvenile female,” wrote Police Chief Carmen D. Pettine in an e-mail to the press. “He was arraigned a short time ago by Judge (Robert) Burke.  Bail is $25,000 cash and he was remanded to prison.”

An affidavit accompanying the e-mail alleges that Reynolds-Demchur, 21, of the 200 block of Stanley Avenue in Havertown, has been contacting and stalking a 16-year-old girl he met at a party on April 2.

Reynolds-Demchur is charged with contact with a minor, obscene and other sexual materials and performances, stalking and harassment, the affidavit reported.

According to the affidavit, the girl told police Reynolds-Demchur gave her the cell phone so he could get in contact with her and that phone calls to her cell phone and house phone and text messages from him became increasingly sexual.

The document also noted that Reynolds-Demchur told the police he used Facebook to contact her, though accessing the Internet or social networking sites violates his probation. 

The girl also stated that she told him that his advances were unwanted, according to the affidavit.

At one point, Reynolds-Demchur asked for sexual favors from the girl because he gave her the cell phone, the affidavit stated.

On Thursday, after finding out that Reynolds-Demchur is registered as a sex offender on the Megan’s Law Web site, which police confirmed, she and her friend confronted him at the Sacred Heart Church on North Manoa Road, the affidavit reported.

It was not immediately clear how police responded to the scene but Reynolds-Demchur allegedly fled the area before the police showed up, the affidavit stated.

The girl gave the police her cell phone so they could review the alleged messages that Reynolds-Demchur sent her, the affidavit revealed.

“Can I get a (oral sex) today when I see u” revealed one text message Reynolds-Demchur allegedly sent on Thursday at 10:15 a.m. to the girl, according to the affidavit.

After police were granted an arrest warrant for Reynolds-Demchur, they found him at his place of residence, according to the affidavit.

Reynolds-Demchur allegedly admitted to the allegations against him and told police that he was not allowed to be within 100 yards of a school, though he did admit to being within no more than 25 yards of Sacred Heart School on two occasions, the affidavit stated. 

Detective Sergeant Dan Wallower told the Haverford-Havertown Patch that Reynolds-Demchur had previous convictions of being a sex offender since becoming an adult, referring to the Megan’s Law Web site for more information.

The Web site lists Reynolds-Demchur as a sex offender for the next 10 years and his registration start date was June 11, 2008. 

His primary offense was “luring a child into a motor vehicle or structure,” the Web site stated. That incident happened on Feb. 25, 2008, Delaware County Probation and Parole Deputy Director Christopher Pawlowski told Patch.

Pawlowski said that Reynolds-Demchur has another prior conviction in addition to the Feb. 25 incident. In June 2, 2008, Reynolds-Demchur harassed an unknown person, which Pawlowski did not have the details of that case.

Reynolds-Demchur was given four years probation for the Feb. 25 incident and 90 days probation for the June 2 one, Pawlowski said, adding that Reynolds-Demchur was not in violation of the Feb. 25 probation because he was sentenced for that incident after he received his June 2 sentence.  

"It's not our intention to release him any time soon," Pawlowski said, but added that ultimately that is up to a judge.
